Possible Lambert privatization bidder adds 4 lobbyists

Oaktree Capital Management, which is interested in bidding to lease St. Louis Lambert International Airport, added four lobbyists to its team on Monday.

According to state lobbying records, Oaktree’s STL Aviation Group LLC hired lawyers with Jefferson City-based Nexus Group: Rodney Boyd, Kate Casas, Brian Grace and Kelvin Simmons.

Nexus launched last year. Boyd once served as the city’s lobbyist.

Oaktree, based in Los Angeles, also employs Jeff Rainford, former chief of staff to ex-St. Louis Mayor Francis Slay, and Brian Wahby. Rainford didn’t respond to a request for comment.

Oaktree and other firms interested in bidding have until Nov. 1 to submit their qualifications to the city of St. Louis, which owns Lambert and is exploring privatization. A city group voted to issue the request for qualifications last week. A request for proposals, or bids, could come next year, and a company would operate Lambert no earlier than late 2020, the city has said.

Slay, who launched the privatization effort while in office, is representing a Spanish company, Ferrovial, which is also interested in bidding.
