Kelvin has more than 30 years of experience in local and state government. Among the highlights of Kelvin’s distinguished career in state government are appointments by three different Missouri governors to some of the most prestigious state agency cabinet and regulatory positions. He served as Chairman and Commissioner of the Missouri Public Service Commission, Director of the Department of Economic Development, and Commissioner of Administration in the Office of Administration. Kelvin was unanimously confirmed by the Missouri senate on all three separate occasions. He also served as a senior staff member in the governor’s office.
On the local level, Kelvin was twice elected to two consecutive terms to the City Council in Kansas City Mo. He served in the 5th city council district.
Nationally, Kelvin served as a Missouri state political director for a successful national presidential reelection campaign. He also served as a campaign director for a successful congressional reelection campaign in Kansas City, MO.
Kelvin has been called upon to testify on various public policy positions for clients in local municipalities, state committee hearings, and in federal congressional committees.
Outside of state and local government, Kelvin served as an executive leader in the not-for-profit sector. Kelvin was a Vice President at Swope Health Services, the largest Federally Qualified Health Care Center for both Missouri and Kansas. He was also President/CEO for Swope Community Builders, (Now Community Builders of Kansas City), the largest community development corporation in Missouri specializing in affordable housing, commercial real estate and retail offerings as a part of its portfolio.
In 2012, Kelvin left state government to join the global law firm SNR Denton (Now Dentons), where he served as a principal in the firm. At Dentons, Kelvin worked in the public policy and regulatory practice group division where he specialized in government relations, lobbying services, public policy development, procurement responses and Public/Private partnerships (P3’s). He served there until the founding of the Nexus Group in 2018.
As a founding partner in the Nexus Group, Kelvin continues to serve in the public policy, government affairs and lobbying services arena. He focuses on procurement development and RFP responses, economic development incentives and subsidies, regulatory and rulemaking monitoring, P3 development, M/WBE guidance and compliance and other government relation and lobbying activities for multiple industries.
Kelvin has college degrees from the University of Missouri-Columbia and the University of Missouri- Kansas City.
